Am I assessing the implementation of policies?
No. ClimateScanner and Painel ClimaBrasil do not assess the implementation or effectiveness of climate policies. The methodologies focus on analyzing the existence of structures, plans, and resources allocated for climate actions. In other words, the tools assess whether governments have the necessary mechanisms to address climate challenges, but it does not verify whether these mechanisms are being implemented or producing the expected results.
What is adherence analysis?
Adherence analysis is a process that examines the alignment of governmental actions with commitments made in international agreements, such as the Paris Agreement and the Sustainable Development Goals (SDGs). This analysis evaluates whether policies, plans, and resources comply with global standards and best practices established for addressing climate change.
Can I calculate averages for the axes as a final score for the country, Brazilian state or municipality?
No. ClimateScanner and Painel ClimaBrasil do not use a scoring system or a ranking system for countries, states or municipalities. Each axis—Finance, Governance, and Public Policies—is assessed separately, and the results are presented qualitatively, based on the evidence and justifications provided by auditors. The goal is not to compare countries, states or municipalities or to create rankings but to provide detailed and specific information that can guide improvements in public policies and climate governance.
